Location: Johannesburg.
The Project Manager will manage two multi-year projects - The Grade R mathematics and language improvement programme in Gauteng, and the Gr R component of work for the Anglo American South Africa (AASA) Education programme.
The incumbent will oversee the Grade R programme in all aspects, be responsible for planning and implementation of the projects and ensure adequate resources are sourced, contracted and managed. The incumbent will report directly to the Executive Manager of the Innovation and Implementation (EM: I&I) division, and support the COO and CEO or other functional executives in developing and implementing strategic projects as required.
The Grade R Project Manager will manage and work directly with contractors and implementing partners of all projects and components of work the incumbent is responsible for. Will be responsible for preparing appropriate reports (narrative and financial) for Programme Steering Committees, funders, and as required. Will be responsible for working closely with the Project accountant to monitor and evaluate funding needs, expenditures and quality to ensure the required financial reporting of all contractors. Manages, supports, develops and facilitates working groups (technical and specific to the needs of a programme). To allocate adequate tasks to team members on projects and ensure adequate supervision of deliverables and time on task for all project staff. Solves problems that are broad and complex, involving more than one area of the organisation.
JOB SPECIFICATION
- In possession of a relevant Honours or Masters degree (preferably in development, education fields)
- Project Management qualification will be an added advantage with M&E exposure
- Budget management experience is a requirement
- Between 6 to 8 years of relevant previous work experience in project management
- Experience implementation of programmes or projects funded by the USAID, private sector and government
- Experience working with multiple funders, specifically USAID funding and reporting
- Experience working with government, private sector and in the education environment
- Stakeholder management experience must be illustrated (academic, government and policy)
- Experience in early grade and learning will be preferred (Grade R and early care, foundation phase)
- Research and M&E experience will be advantageous
- Skilled in high-level presentations and reporting to diverse funders, governance structures
- Must be based in Gauteng and be able to travel on a regular basis to project sites
WORKING CONDITIONS
JET has a 3 month probation period which requires 100% in-office time. Hybrid options can be considered based on performance and context after this period. The incumbent will be required to travel to clients and stakeholders/beneficiaries on a regular basis (Gauteng, Limpopo, Northern Cape, North West).
KEY PERFORMANCE AREAS:
KPA 1: Project management and implementation
- Responsible for programme development and adjustments as required, implementation and ensuring adequate resources - expertise and financial, for implementation.
- Responsible for project implementation plans quarterly and annually, including all reporting to the JET executive and clients/main stakeholders. Specific reporting to all funders and clients is key for this position. Responsible for working closely with independent external evaluators for projects and facilitating feedback to key stakeholders
- Manages the overall project and revises the strategy and functional operations of the programme with appropriate consultation with the COO, EM: I&I and required approvals from the governance structures.
- Ensure quality deliverables, participate in funding opportunities and negotiation work; Responsible for high-level and operational stakeholder management and support, and overall relationship management with stakeholders.
- Ensure reporting to the COO/EM: I&I on all strategic and operational matters (weekly and monthly).
- Ensure adequate and timely budget forecasting per quarter and per annum.
- Responsible for working directly with the Project accountant on project finances and also with other Programme Managers (e.g. AASA Education Programme has a dedicated PM).
- Ensure that projects are delivered on time and on budget.
KPA 2: Stakeholder engagement
- Responsible for all reporting to Project steering committees, Funders group meetings and relevant working groups for all projects. The reporting and feedback processes will be supported by the COO and EM: I&I.
- Create and maintain professional working relationships with the different stakeholders within the projects.
- Responsible for strategic relationships with funders and all implementing partners/suppliers on projects.
- Responsible for strategic and functional relationships with government and education sector partners (schools, districts, provinces)
KPA 3: Line management
- Provide support to the project team, including mentoring and coaching of the team.
- Invest in transferring project and organisational skills and participate in training that will support and capacitate project staff where required.
KPA 4: Business Development
- Participate in tender/proposal preparations (bids) for JET as required;
- Assist with literature and situational analysis/reviews for new business opportunities.
- Salary: R 715 000 - R760 000 CTC per annum for 16 days of work per month.
- This is a fixed term 18-month contract.
