We are hiring: Programme Manager

JET Education Services (JET), a non-profit organisation (NPO) that works in education development, seeks to appoint a dynamic and accomplished high level strategic programme manager for the Anglo American South Africa (AASA) Education Programme.
 
The programme manager (PM)  will lead the implementation and functional strategy of the programme. The AASA programme has one year remaining (2023) to conclude Phase 1 and the Phase 2 will commence with full implementation in 2023 up to 2026.   The successful candidate will manage the Phase 2 programme as invested by three of the AASA Business Units (BUs): Platinum (Limpopo and the North West provinces); De Beers (Limpopo); and Kumba Iron Ore  (Northern Cape). The PM will be responsible for overall execution and implementation, deliverables, funder (business unit) liaison and reporting, financial budgets monitoring and tracking of expenditure, ensuring good governance, monitoring compliance, and risk mitigation of the programme.

The PM will contribute to the shaping of the external image of the partner organisations (JET and AASA), and strengthening of the cooperation and partnerships between partners, business, government and civil society organisations. The PM will be responsible for the programme staff at provincial level, and will work closely with the implementing partners/service providers and suppliers, all  technical teams across the programme to ensure optimal implementation and delivery.
 
The PM will report to the JET COO and provide weekly and monthly reports as required. Further, the PM will participate in the high level Steering Committee for the programme, and manage the local management committees for all business units.  

This is a 4-year contract position from 1 January 2023 up to 31st December 2026, based at the JET head office in Johannesburg. The successful candidate will undergo a full compliance check before a contract is offered. 

The appointed project manager must have the following qualifications and skills:

● At least a Master’s  degree in education, programme development, M&E or related fields in development.
● Knowledge and experience in the education and/or development sectors at a minimum of at least five (5) years.
● Proven track record of managing and supporting large scale complex interventions and extensive high level project management experience at a minimum of ten (10) years.
● A minimum of ten (10)  years’ experience in senior project management, including managing high level budgets and the performance of project staff.
● A minimum of five (5) years’ experience in monitoring and for outcomes management/results based management; and a good grasp of data management and data systems. Participation in school-level assessments for teachers or learners will be advantageous. Working with big data will be advantageous.
● Must have excellent communication and reporting skills (narrative and financial reporting), be familiar with traditional or community leadership structures in South Africa, and must have worked in a district schooling environment previously. 
● Highly motivated to make a difference in the education sector.
● Excellent leadership and interpersonal skills.
● Must be able to illustrate innovation in programme management skills, experience in the sector, or approaches used/adopted for development. 
● High-level planning, writing and organizational skills.
● Ability to establish and maintain relationships with project partners, clients and stakeholders at all levels.
● Computer literate.
● A valid and unendorsed driver’s license.
●     Must have a South African ID or a valid work permit.
 
The PM will work closely with the JET executive and senior management teams. The successful candidate will be required to travel to the provinces on a regular basis, meet with business units and stakeholders onsite, and participate in workshops and events. There might be international travel requirements on an annual basis. The PM will also have project staff at provincial level and work closely with a diverse set of programme implementers and service providers.

The total cost to company (TCTC) package is between R995 000 - R1 150 000 per annum.
