This report documents the outcome of a consultative and participatory process initiated in 2011 by the Commonwealth Secretariat to develop a broad Pan-Commonwealth Standards Framework for Teachers and School Leaders to serve as a guide for defining the basic requirements related to knowledge, pedagogical skills and personal attributes of teachers and school leaders. In South Africa the process was led by SAQA.
